On June 24, 2024, in order to standardize the self-monitoring and information disclosure work of key pollutant discharge units, the provincial key pollutant discharge unit self-monitoring training conference hosted by the Liaoning Provincial Department of Ecology and Environment and hosted by the Liaoning Provincial Environmental Monitoring Association was successfully held in Shenyang. Key polluting units in Shenyang attended the conference at the main venue, while key polluting units from other cities and the Shenfu Demonstration Zone participated through video conferencing. Li Feng, a senior engineer from Alwaysbrong was invited to attend this conference and present a presentation on common problems and solutions for automatic/self monitoring.
Wang Yang, member of the Party Committee and Deputy General Manager of Liaoning Environmental Protection Group, and President of Liaoning Environmental Monitoring Association, as well as Dong Zhigang, former Deputy Inspector and Chief Engineer of Liaoning Provincial Department of Ecology and Environment, attended the meeting and delivered speeches. The meeting was chaired by Liu Shouzheng, Secretary General of Liaoning Environmental Monitoring Association.
This meeting brought six specialized and in-depth reports to the leaders of self monitoring units in Liaoning Province, focusing on key topics such as policies, regulations, technical specifications, and data quality control related to self monitoring, by renowned experts from the China Environmental Monitoring Station and other national environmental monitoring fields. This training conference was conducted in a combination of online and offline modes, with an unprecedented scale, attracting a total of 13000 participants from the ecological environment bureaus of various cities and the self monitoring responsible persons of key pollutant discharge units. Among them, nearly 500 leaders from the Shenyang Ecological Environment Bureau and over 400 key polluting units in Shenyang participated in offline training.
Mr. Li gave a special presentation on "Common Problems and Solutions for Automatic/Self Monitoring", detailing the current environmental situation faced by the industry, common problems in online monitoring of pollution sources, and corresponding solutions. At the same time, he proposed technical suggestions for controlling ammonia escape in flue gas, and the practical significance of collaborative monitoring with CPM to determine the "true number and false pollution control" of inefficient and ineffective treatment facilities. He believes that the current production situation of polluting units is greatly affected by environmental protection facilities and pollutant emissions. Online monitoring equipment for pollution sources is an important quantitative monitoring data indicator for environmental protection facilities and pollutant emissions. The automatic monitoring data and operation of pollution sources have received high attention. Therefore, analyzing the "four simultaneities" data and diagnosing the operation of governance facilities is an important measure to reduce the risks and hidden dangers of online monitoring and governance facility operation.
In this report, Mr. Li provided a detailed introduction to the "four simultaneities" diagnostic methods for pollution source monitoring and some of the problems discovered through practical cases in various industries. Combined with practical work, he explained that "four simultaneities" diagnosis can help polluting enterprises save energy and reduce costs in their treatment facilities.
The self-monitoring work of key polluting units is an important link in ecological environment protection, which is related to the vital interests of the people and the sustainable development of society. The successful holding of this conference will effectively promote the standardization and professionalization of self monitoring work by key polluting units in Liaoning Province.
