Recently, the media exposed that some third-party environmental protection service agencies have falsified and tampered with monitoring data, fabricated false record ledgers, artificially interfered with automatic monitoring equipment, and issued false monitoring reports, which are serious in nature and have a negative impact. One of the key tasks identified at the 2023 National Conference on Ecological and Environmental Protection is to comprehensively crack down on the issue of fraud by third-party environmental protection service agencies. We must always maintain a high-pressure attitude, resolutely crack down on and lawfully punish fraudulent behavior with a zero tolerance attitude, drive out illegal enterprises in the market with "bad coins", protect legitimate enterprises with "good coins", and maintain a fair and orderly market environment for third-party environmental protection service agencies.

To ensure that third-party environmental protection service agencies are not afraid to engage in fraud, cannot engage in fraud, and do not want to engage in fraud, the author believes that it is necessary to adhere to a problem oriented approach, start from reality, clarify the "four areas", clarify the problems, crux, countermeasures, and landing points of data fraud, and follow the example of the situation to effectively solve the problem.

Accurately identify where the problem lies. Gain a deeper understanding of which industries, types of enterprises, key links, and key areas are prone to monitoring data fraud. For example, in terms of hardware, is it through adding acid, alkali, or activated carbon to interfere with the sampling gas, or through electrical signal interference such as resistors, filters, current generators, and false signals to collect data. In software, is it through setting fixed values, upper and lower limits, incorrect start stop modes, and maintenance modes, or modifying parameter settings such as slope, intercept, and coefficient to create fraud. Only by carefully and meticulously inspecting various software and hardware devices, combined with multiple comparisons and analyses such as acceptance data, operation and maintenance records, and management records, can we accurately identify various fraudulent methods of renovation.

Analyze in depth where the crux lies. Third party service agencies signing contracts with enterprises to provide services should comply with national laws and regulations, adhere to professional ethics, and adhere to the principles of independence, impartiality, scientific fairness, and good faith to ensure the authenticity, objectivity, and accuracy of monitoring and testing data. But some third-party service agencies, driven by commercial interests, blindly pursue economic benefits in order to maximize their own interests and provide services that are contrary to morality and law. Therefore, in cracking down on illegal activities of monitoring data fraud, it is necessary to carefully analyze, judge, and understand the stakeholders and their psychology in each fraud incident, in order to develop targeted rectification measures.

Where is the scientific formulation of countermeasures. Only by addressing both the root cause and the root cause can third-party environmental service agencies maintain an objective and fair bottom line. In addition to actively promoting laws and regulations and creating a conscious law-abiding atmosphere, it is also necessary to establish a sound credit management joint punishment mechanism to increase the cost of illegal activities. We can strengthen the pre registration and filing supervision of third-party environmental protection service institutions, as well as joint law enforcement inspections during the process. Afterwards, we should also introduce mechanisms such as assessment, interviews, exposure, and forced withdrawal, actively creating a positive market environment of "good coins driving out bad coins". In addition, it is necessary to continuously strengthen industry self-discipline, leverage the role of industry associations as a bridge and link for service and supervision, and carry out systematic and normalized training to enhance the capabilities of third-party environmental protection service institutions.

Effectively focus on where to implement. Urge local party committees and governments to implement the main responsibility of ecological environment protection, establish and improve a responsibility system and work mechanism for preventing and punishing the falsification of environmental monitoring data. Establish a joint meeting between ecological environment, public security, procuratorial and other departments, joint law enforcement, information sharing, case transfer and other major case handling mechanisms, and severely crack down on fraudulent behavior. Regularly disclose typical cases of monitoring data falsification to the public, increase warning and education efforts, form a high-pressure deterrence situation, and create an atmosphere of not daring to fake, not wanting to fake, and not wanting to fake.
